Transparent reporting and management to comply with Executive Order 13514

In October 2009, President Obama signed Executive Order 13514, requiring federal agencies to set absolute targets for Scope 1 and Scope 2 emissions, with a requirement to report against those targets to the Council of Environmental Quality (CEQ) and to the Federal Energy Management Program (FEMP).

EO 13514 went into effect in January 2010, with a deadline of April 2010 for agencies to submit details on their Scopes 1,2 and 3 reporting protocols to FEMP. The Order also mandates that agencies must have electronic greenhouse gas (GHG) accounting systems in place by October 2010 to manage and report compliance.

This sweeping change affects all federal agencies unless exempted for national security reasons, with agency heads held accountable for compliance. All told, it is estimated that EO 13514 will affect 500,000 buildings, 600,000 vehicles, and $500 Billion in budget.
